Project Update

On April 25, 2023 the Ramsey City Council approved an amendment to the project to include the streets within the Rivenwick 3rd and Rivenwick Village subdivisions. This amendment was due observations of the conditions of the streets within the subdivisions, which showed significant pavement stripping. If not treated, the pavement conditions may worsen to the point where a mill and overlay improvement is no longer the suitable treatment.

On Thursday, March 6, 2023 a public information meeting was held for these improvements. The purpose of this meeting was to present information on the proposed project to owners of the properties that are directly impacted by the improvement. Background

City Improvement Project 23-06 proposes to mill and overlay Municipal State Aid (MSA) street segment Riverdale Drive between Ramsey Boulevard and Feldspar Street. Riverdale Drive is 0.61 miles in length, 40 feet wide urban section as measured to the face of curb. The Average Daily Vehicle (ADT) count between Ramsey Boulevard and Garnet Street is 3,450 ADT, between Garnet Street and Feldspar Street is 1,100 ADT as of 2019. On November 7, 2022, the Ramsey City Council accepted a proposal for a topographic survey of the project area from Bolton and Menk. Staff has received the survey, which is used during project design.
On December 13, 2022, the Ramsey City Council ordered Staff to prepare plans and specifications for Improvement Project 23-06, 2023 MSA Pavement Overlay Improvements.
Project Scope
This project will include a 2-inch mill of the existing bituminous pavement, and placement of 2 inches of new bituminous pavement. Pavement markings will be placed, generally matching existing patterns, after the new pavement is down. Minor storm sewer structure repairs, typically re-grouting the catch basins, is proposed to occur. Spot concrete curb and gutter repairs will be made, and any severe pavement distresses indicative of structural issues will receive a full pavement patch. Pedestrian ramps within the city-owned right of way and crossing Riverdale Drive or impacted by the mill and overlay improvements, will be brought up to current ADA compliance. Improvements to municipal sanitary sewer and water within the project area are not proposed. Structures within the pavement will be adjusted to match in properly with the new bituminous pavement, which will generally match the existing pavement elevation.
Because this project is using MSA funding, full Minnesota Department of Transportation (MnDOT) State Aid Office approvals are required. State Aid reviews the plans before the City can accept bids and reviews the improvements in the field prior to final payment reimbursement to the City.
Funding for this improvement is proposed to come from the MSA Fund ($190,625) and Storm Water Utility Fund ($19,063) for a total estimated project cost of $209,688, as identified in the 2023 to 2032 Capital Improvement Program.
Property owners will not be assessed for any of the costs for these improvements.
