Pavement Rejuvenator Improvements, IP 22-09

On Tuesday, May 10, 2022 Staff presented a proposal from Corrective Asphalt Materials (CAM), who is the sole source provider in Minnesota for Reclamite. City Council voted to award the proposal in the amount of $155,810.35 for the improvements. The improvements are anticipated to occur in early July. City Staff has begun working with the Contractor to set up a pre-construction meeting. During the pre-construction meeting, the Contractor will provide information to the City including; contact information for themselves and their subcontractors, a detailed project schedule, proposed work hours and methods of construction, plans for traffic control, and other construction related information. Staff is anticipating sending a letter out to impacted property owners with this information in mid to late June, once a more firm schedule has been determined.

Rejuvenator Use History:
In 2019, the City Council indefinitely suspended sealcoat improvements due to observed pavement stripping under sealcoat issues, which causes approximately the top inch of pavement to strip away from the underlying pavement. These areas of striping originally show as small spots in the surface of the pavement, but quickly migrate across the pavement into large sections.
In alignment with many other metro cities confronted with these same pavement issues, Staff feels pavement rejuvenators will provide the greatest overall benefit at the lowest cost. The City is proposing to use Reclamite, a maltene-based petroleum product with the ability to penetrate into asphalt pavement and restore reactive components (maltenes) that have been lost due to the natural process of oxidation.
Reclamite has been used nationally for more than 50 years and is proven to add 5 to 7 years of service life to pavements. The application is indented to be performed on pavements 5 years old or less.

A 2022 Pavement Rejuvenator Project map and street segment summary of the proposed 2022 Pavement Rejuvenator Improvements shares the project proposes to cover 9.00 miles (164,011 square yards) of bituminous pavement across 22 subdivisions within the City. Staff focused on previous construction pavement age and location when determining the street segments to treat. Priority was given to recent reconstruction projects over recent overlay projects, due to the larger investment by the City on those street segments.
