Construction Information

Update September 10, 2021

During the weeks of August 30 – September 10, the Contractor has continued working throughout the project areas;

Sunfish Gateway Business Park

  • Milling and bituminous patching is complete
  • Storm sewer work is complete

Reilley Estates

  • Milling is complete, bituminous patching has not begun
  • Storm sewer work is complete
  • Pedestrian facility removals are complete, new ADA compliant pedestrian ramps are not complete

Traprock Commons

  • Milling and bituminous patching has not begun
  • Storm sewer work is complete
  • Pedestrian facility removals are complete, new ADA compliant pedestrian ramps are not complete

Wildlife Sanctuary

  • Milling and bituminous patching has not begun
  • Storm sewer work has not begun
  • Pedestrian facility and concrete curb removals are complete, new ADA compliant pedestrian ramps have begun, but are not complete

During the week of September 13 – 17, the Contractor is scheduled to finish all ADA compliant pedestrian ramp improvements, milling and bituminous patching, and is currently scheduled to place the new bituminous pavement. All work is weather dependent.

Update August 27, 2021

During the week of August 23 – 27, the Contractor began work on the project, resetting the catch basins on Traprock Street.

During the week of August 30 – September 3, the Contractor is scheduled to remove the existing pedestrian ramps within the project area. They are scheduled to begin placing the new, ADA compliant pedestrian ramps, later Monday or Tuesday August 31. We ask that you please use caution when walking the project areas, once pedestrian ramps are removed the sidewalk at the ramps will be closed, and must remain closed for approximately 1 week after the new concrete is placed. The concrete builds strength over a period of several days, and can be damaged during that period. As a reminder, residents are responsible for repairs to private lawn irrigation systems. The Contractor will do their best to avoid damage, marking your irrigation heads will help to minimize impacts.

Update August 13, 2021

On August 12, 2021 a preconstruction meeting was held for this 2021 Pavement Management Program project. At this meeting North Valley provided information to the City including; contact information, a sub-contractors list, dates of upcoming construction work, their anticipated hours and methods of construction, their traffic control plans, and other general construction information. A letter was mailed out to impacted residents and may be seen here. Construction plans for this project may be seen here.

North Valley submitted the following construction schedule to the City:

August 12            Install traffic control (1 day)

August 23            Remove and replace spot concrete curb and gutter, and pedestrian ramps (3 days)

August 25            Adjust sanitary manhole, watermain valve boxes and grout catch basins (3 days)

August 30            Patch adjacent to concrete repairs, restore boulevards (1-3 days)

September 1        Mill existing bituminous pavement, patch as necessary (7 days)

September 1        Pave new bituminous pavement following milling and patching (7 days)

Please know all construction schedules may be impacted by factors outside of the Contractor’s and City’s control, such as weather, and discoveries made during construction.

Background Information

Update July 30, 2021

On July 27, 2021, the Ramsey City Council awarded a construction contract to the lowest responsible bidder, North Valley, Inc. for City Improvement Project #21-12; 2021 Additional Pavement Overlay Improvements. The total bid was for $563,146.59, coming in 7% below the engineer’s estimate of $606,764.60. Staff has begun working with the North Valley to get the required documentation complete, and to set up a preconstruction meeting, with expectation of construction starting in late August. A letter was mailed out to effected property owners on July 28, 2021 and can be seen here.

Private lawn irrigation systems may be impacted where pedestrian ramp improvements, spot curb & gutter repairs and/or catch basin repairs are being made. Residents should be aware that relocating and/or repairing private irrigation systems within public right of ways as needed to accommodate construction is the responsibility of the property owner. City Staff will locate the construction limits upon request.

Update June 25, 2021

The City of Ramsey prepared plans and specifications for Improvement Project 21-12, 2021 Additional Pavement Overlay Improvements.

On June 22, 2021 the Ramsey City Council adopted Resolution #21-180 Approving Plans and Specifications and authorizing advertisement for bids to be published on Friday, June 25, 2021 and Friday, July 2, 2021, both in the City’s official newspaper, the Anoka Union Herald, and in Finance & Commerce. Potential bidders may purchase the plans through QuestCDN.com, download and submit their bids, with the electronic bidding software used by the City of Ramsey. This ensures that all bidders are bidding off the same set of plans, and that all bidders are notified of any plan revisions (addenda) issued during the bidding process.

Staff proposes to open bids on July 19, 2021, and to present the bid results to City Council on July 27, 2021 for consideration of award of a construction contract to the lowest responsible bidder.

Letters were mailed to business and property owners on June 25th, notifying them of the proposed neighborhood overlays, the letter may be seen here.

On June 8, 2021, the Ramsey City Council ordered plans and specifications for City Improvement Project #21-12, 2021 Additional Pavement Overlay Improvements, which proposes to overlay 2.58 miles of bituminous pavement on numerous street segments within the following developments:
