Update October 27, 2021

Construction is complete. Final payment to North Valley, Inc. will be issued in the Spring of 2022.  

Update August 27, 2021

The Contractor has finished restoration of the boulevard areas impacted by curb replacements.

Update August 6, 2021

The final items to be complete are to place sod in the boulevard and in areas disturbed by construction. This is anticipated to occur during the week of August 9 – 13.

Update July 30, 2021

During the week of July 26 – 30, the Contractor finished overlaying all the streets within the project. Pavement markings have been placed, the remaining work is to place topsoil and sod being the curb in areas disturbed by construction. This is anticipated to occur during the week of August 2 – 6.

Update July 21, 2021

The Contractor is scheduled to overlay the new bituminous pavement on the streets within the Northfork subdivision on Thursday, July 22 and Friday, July 23. A letter was delivered to affected residents and may be seen here. No parking is allowed on the streets being paved, and we ask that you do not run lawn irrigation systems which spray onto the streets between the hours of 7:00 am to 7:00 pm until after the paving is complete. The Northfork streets are the last to be paved, and after paving is complete, the project will be substantially complete. The remaining work includes placing sod behind the concrete curb repairs, and pavement markings, both or which are anticipated for the week of July 26 – 30.

Update July 16, 2021

During the week of July 12 – 16, the Contractor finished pavement milling and patching. The Contractor began paving the new bituminous pavement, and has finished in; Birch Hill Lodges, Ferrum 1st & 2nd, Gateway Industrial Park, Mallard Ponds, Oakridge Industrial Park, Rabbit Run and Ramsey Meadows 2nd.

During the week of July 19 – 23, the Contractor anticipates finishing paving the new bituminous pavement in the remaining areas; Northfork Itasca Point and Northfork St. Andrews. The Contractor will place topsoil and sod to restore the areas disturbed by concrete curb and gutter replacements throughout the project.

Update July 9, 2021 

During the week of July 5 – 9, the Contractor finished concrete curb & gutter replacements, including upgrades to existing storm sewer structures. The Contractor began restoring the areas disturbed by concrete replacements with new topsoil and sod, and this work is anticipated to be complete early in the week of July 12th.

During the week of July 12 – 16, the Contractor will finish pavement milling. All remaining streets are scheduled to be milled by the end of the day on Monday, July 12. Also on Monday, the Contractor is scheduled to begin paving the new bituminous pavement. All bituminous paving is anticipated to be complete by Friday July 16, at which time the project will be considered complete, with only punch-list items remaining.

Update June 25, 2021

During the week of June 21 – 25, the contractor made the required concrete curb and gutter replacements, milled the pavement, and patched as required on 150th Lane, Fluorine Street, and Cobalt Street. No work was performed in the other areas of the project.

During the week of June 28 – July 2, the contractor is scheduled to make all curb and gutter removals, adjust all manholes and gate valves located in the street, mill and patch as required in the remaining areas of the project. In the Northfork subdivision, the storm sewer catch basin castings will be removed and replaced per the construction plans.

Update June 16, 2021

On June 15, 2021 a preconstruction meeting was held for this 2021 Pavement Management Program project. At this meeting North Valley provided information to the City including; contact information, a materials suppliers list, dates of upcoming construction work, their anticipated hours and methods of construction, their traffic control plans, and other general construction information. 

North Valley submitted the following construction schedule to the City:

June 16     Install traffic control (1 day)

June 22     Mill and Patch Cobalt Street, 150th Lane, Quicksilver Street and Fluorine Street (2 days)

June 23     Remove and replace spot concrete curb and gutter for Cobalt Street, 150th Lane and Fluorine Street (2 days)

July 7        Mill, Patch, spot concrete curb and gutter on all remaining project areas (1 day)

July 8        Pave all project areas (2 days) 

Please know all construction schedule may be impacted by factors outside of the Contractor’s and City’s control, such as weather, and discoveries made during construction.

Updated April 30, 2021

On Tuesday April 27, the Ramsey City Council awarded a construction contract to the lowest responsible bidder, North Valley, Inc. for City Improvement Project #21-04; 2021 Neighborhood Pavement Overlay Improvements. The total bid was for $421,410.74, coming in 19% below the engineer’s estimate of $521,438.00. Staff has begun working with the contractor to get the required documentation complete, and to set up a preconstruction meeting, with expectation of construction starting in early June. A letter was mailed out to effected property owners on April 30, 2021 and can be seen here.

Update March 26, 2021

The City of Ramsey prepared plans and specifications for Improvement Project 21-04, 2021 Neighborhood Pavement Overlay.

On March 23, 2021 the Ramsey City Council adopted Resolution #21-074 Approving Plans and Specifications and authorizing advertisement for bids to be published on Friday, March 26, 2021 and Friday, April 2, 2021, both in the City's official newspaper, the Anoka Union Herald, and in Finance & Commerce.  Potential bidders may purchase the plans through QuestCDN.com, downloading and submit their bids, with the electronic bidding software used by the City of Ramsey. This ensures that all bidders are bidding off the same set of plans, and that all bidders are notified of any plan revisions (addenda) issued during the bidding process.

Staff proposes to open bids on April 19, 2021, and to present the bid results to City Council on April 27, 2021 for award of a construction contract to the lowest responsible bidder.

Letters were mailed to business and property owners on January 28th notifying them of the proposed neighborhood overlays.

Update February 25, 2021

On January 12, 2021, the Ramsey City Council ordered plans and specifications for City Improvement Project #21-04, 2021 Neighborhood Pavement Overlay Improvements, which proposes to overlay 1.81 miles of bituminous pavement on numerous neighborhood street segments within the following developments. Property owners will not be assessed for any of the costs for these improvements.

  • Gateway Industrial Park
  • Mallard Ponds
  • Northfork Itasca Point
  • Northfork St. Andrews
  • Oakridge Industrial Park
  • Rabbit Run
  • Ramsey Meadows 2nd

Overlaying these street segments in 2021, which is identified in the 2021 – 2030 Capital Improvement Program, will allow the City to maintain these streets in the most cost-effective manner throughout the serviceable life of the streets.

Estimated project costs are based on anticipated 2021 construction costs and total $690,000. Funding is proposed to come from the Pavement Management Fund ($643,000) and the Stormwater Utility Fund ($47,000). Property owners will not be assessed for any of the costs for these improvements.


The City Council has not yet approved the final project.
