2020 Pavement Mill and Overlay Imp IP 20-02A

After learning that the streets proposed for 2020 mill and overlay improvements in the Capital Improvement Plan are no longer good candidates because the pavement sections were too thin and/or the pavement structure was in too poor of a condition, streets in the Regency Pond neighborhood and Business Park 95 are being evaluated for potential overlay improvements in 2020. These streets are currently programmed in the 2020 – 2029 Capital Improvement Program (CIP) to receive mill and overlay improvements in 2022 and 2024 respectively.

Feasibility Report Ordered

On February 24, 2020, the City Council ordered Staff to prepare a Feasibility Report to explore the proposed mill and overlay improvements as to whether they are feasible, necessary and cost-effective, whether they should be completed alone or in conjunction with other improvements, and to explore design options. Estimated project costs and funding sources will also be explored in greater detail than was done to develop the Capital Improvement Program (CIP). A preliminary project schedule will also be developed within the Feasibility Report. A link to the final Feasibility Report will be made available on this page once it is complete.

Pavement Coring Analysis

As part of preparing the Feasibility Report, a pavement coring analysis was undertaken to confirm how thick the existing bituminous pavement and underlying aggregate base sections are on each street segment, and to verify the condition of the existing bituminous pavement. On March 2nd, WSB and Associates (an engineering consultant the City typically uses to perform pavement coring analysis) sent a crew out to extract pavement cores from each street segment in the Regency Pond neighborhood and Business Park 95.

Regency Pond Core Results – A total of 12 cores were collected from Regency Pond neighborhood streets. In general, the bituminous was either very thin, or shown to be in very poor condition. Because of this, WSB recommends performing either a full depth reclamation, full depth bituminous removal and replacement, or full reconstruction of these streets. The condition of the pavement on these streets is too poor to perform partial depth mill and overlay improvements.

Business Park 95 Core Results – A total of 8 pavement cores were collected from Business Park 95 streets. Only 3 of the 8 cores showed pavement structures in good condition. The remaining 5 cores showed severe signs of aging, including crumbling of the pavement upon removal from the core hole. Based on these results, WSB recommends performing either a full depth reclamation, full depth bituminous removal and replacement, or full reconstruction of these streets. The condition of the pavement on these streets is too poor to perform partial depth mill and overlay improvements.

Next Steps

Engineering Department Staff had planned to ask the City Council on March 10th to accept the Feasibility Report and order a public hearing for March 24, 2020. However, based on the results of the pavement coring analysis, Staff plans to present the pavement coring results to the Public Works Committee on March 16th instead. Staff also plans to present the same information to the City Council on March 24th, along with any input or recommendations received from the Public Works Committee. Based on the information available at this time, Staff’s recommendation will likely be to not complete a pavement mill and overlay project in 2020. Staff will also likely not recommend completing a full depth reclamation, full depth bituminous removal and replacement, or full reconstruction project on any of these streets in 2020.

A public open house will no longer be conducted on Thursday, March 12, as previously planned. After Staff has received input and direction from the Public Works Committee and the City Council, this website will be updated and letters will be mailed to property owners providing updated information on the plans for maintaining these streets in the foreseeable future.
